 APS - PSA Surcharge

In Decision No. 67744 dated April 7, 2005, the Arizona Corporation Commission ("ACC" or "Commission") approved, with modifications, a power supply adjustor mechanism ("PSA") contained in the settlement agreement that established the current rates for Arizona Public Service Company ("APS" or "Company").  Decision No. 67744 also ordered the parties to the case to submit a plan of administration for the purpose of implementing the PSA.

 

On October 26, 27, and 28, 2005, a hearing on the matter was held at the ACC's Phoenix office. 

 

RUCO, as one of the parties to the APS settlement agreement,  took part in the proceedings and later filed closing briefs and exceptions to the Administrative Law Judge's recommended opinion and order ("ROO").

 

On February 2, 2006, the Commissioners voted to approve an amended ROO which allows APS to recover its costs for fuel, used to generate electricity, through the PSA, but denied APS' request for a surcharge to recover $80 million in accumulated purchased power costs.
